The Government And The Parliament Have Agreed On The Appointment Of CASN For 2024, Which Will Also Include Non-ASN Personnel

The government and Commission II of the Indonesian House of Representatives have agreed on the appointment of Civil Service Candidates (CASN) for 2024. The recruitment of Civil Servants (CPNS) is set to take place in October 2025, while the hiring of Government Employees with Work Agreements (PPPK) will occur in March 2026. This agreement was announced during a working meeting between Commission II, the Ministry of Administrative and Bureaucratic Reform (Kemenpan-RB), and the National Civil Service Agency (BKN) at the DPR building in Jakarta on Tuesday, March 4, 2025.

Minister of Administrative and Bureaucratic Reform Rini Widyantini stated that the government is committed to expediting the restructuring of non-ASN employees until it is complete. This commitment aligns with the mandate of Law Number 20 of 2023 regarding Civil Servants (ASN). "The government and the DPR are dedicated to completing the restructuring of non-ASN employees with a comprehensive approach. We believe that the recruitment of CASN must be accompanied by a structured and thorough organization to ensure better bureaucratic quality," Rini said in a press release on Wednesday, March 5, 2025. During the meeting, Deputy Chairman of Commission II Bahtra Banong urged Kemenpan-RB to ensure that there are no further appointments of non-ASN personnel in both central and regional agencies, as mandated by Law Number 20 of 2023. The restructuring of non-ASN employees, which has been ongoing since 2005, will be completed systematically to provide clarity and certainty to non-ASN workers who have significantly contributed to government duties.

The government has conducted the CASN 2024 selection with a quota of 248,970 for CPNS and 1,017,111 for PPPK, according to data from January 2025. The CPNS selection will begin in August 2024, with the first phase of PPPK in September 2024 and the second phase in January 2025. Rini noted that in 2024, the government will establish the largest quota for PPPK in history, as part of efforts to finalize the restructuring of non-ASN employees across various government agencies.
