The Minister of Higher Education, Science, and Technology, Prof. Satryo Soemantri Brodjonegoro, is reviewing and updating several regulations related to higher education. He mentioned that these changes are necessary because some existing rules have been seen as obstacles to the freedom of university communities. "We have observed that our campuses are not fully maximizing their potential. Our processes are not optimal for creativity," said Prof. Satryo during the 2025 Media Briefing at the Kemendikti Saintek office in Jakarta on Friday, January 3, 2024.
Prof. Satryo pointed out that many government regulations hinder universities, faculty, and students from being creative. He emphasized that the key to innovation in higher education is to encourage freedom. "If you ask what the key to innovation is, the answer is freedom. Let them think and create freely. Don't impose too many rules. That’s what we are trying to do now," he stated.
He also noted that Kemendikti Saintek is the ministry that has implemented the most regulatory reforms compared to previous administrations. He hopes that universities and students can fully realize their potential and have complete autonomy to create. "We have many regulations to evaluate and revise to bring about significant changes, giving each student full autonomy," he explained. Currently, there are four regulations from the previous ministry under evaluation and revision, including: 1. Permendikbud Ristek Number 44 of 2024 on the Profession, Career, and Income of Lecturers 2. Permendikbud Ristek Number 53 of 2023 on Quality Assurance in Higher Education 3. Permenristekdikti Number 19 of 2017 on the Appointment and Dismissal of State University Leaders 4. Draft Kepmen/Permen Kemdiktisaintek on "Grants" for Study Assignments, Reactivation, and Equivalence of Foreign Degrees.
