The Ministry of Communication and Digital (Kemenkomdigi) has proposed that the discussion on the Revision of the Broadcasting Law (RUU) includes the merger of RRI, TVRI, and Antara. "We need to establish a model for merging the institutions of TVRI and RRI, along with a roadmap, including the use of a single platform and its infrastructure," said Edwin Hidayat Abdullah, the Director General of the Digital Ecosystem at Kemenkomdigi, during a hearing with Commission I of the DPR at the DPR RI building on Monday (March 10, 2025). Edwin emphasized that strengthening the governance and institutional framework of these three state-owned media is crucial in the RUU discussions. He added that the revision aims to promote a multiplatform broadcasting ecosystem in line with advancements in digital technology. "This is a significant issue in multiplatform broadcasting," Edwin noted.
Previously, the DPR RI agreed on 41 draft laws/revisions to be included in the 2025 National Legislative Program (Prolegnas) priority list. One of these is the Broadcasting Law, which was proposed by Commission I of the DPR RI as a priority for discussion. It is worth mentioning that the Broadcasting Law had been under consideration in the DPR RI during the 2019-2024 period but did not reach approval.
The draft RUU sparked considerable debate in early 2024, as its existence was seen as a potential threat to press freedom. A major point of contention was the prohibition of exclusive investigative journalism broadcasts. This ban is outlined in Article 50B, paragraph (2) of the latest draft of the Broadcasting Law from March 2024. Additionally, Article 50B, paragraph (3) specifies penalties for violating the rules in paragraph (2), which can range from written warnings, changes in broadcast times, reductions in broadcast duration and problematic content, temporary suspension of broadcasts, fines, to recommendations for revoking broadcasting licenses (IPP).
