Prabowo Signs Regulation To Enhance Protection For Workers Affected By Layoffs

President Prabowo Subianto signed Government Regulation (PP) Number 6 of 2025, which amends Government Regulation Number 37 of 2021 regarding the Job Loss Guarantee Program (JKP). This regulation was signed on February 7, 2025, and announced by Minister of State Secretary Prasetyo Hadi. According to Antaranews, the purpose of this regulation is to enhance protection and provide better guarantees for workers affected by layoffs.

One of the changes in this regulation is the contribution rate for the JKP program, which has been reduced from 0.46% of monthly wages to 0.36%. Another change extends the claim period for JKP benefits from three months to six months after a worker experiences a layoff.

The regulation also modifies the requirements for JKP participation and the documentation needed for layoffs. A total of nine articles have been revised, including Articles 4, 11, 19, 20, 21, 25, 31, 39, and 40. Additionally, a new Article 39A has been added between Articles 39 and 40. Article 39A, paragraph (1) states, "If a company is declared bankrupt or closed according to legal regulations and has overdue contributions for up to six months, JKP benefits will still be paid by BPJS Ketenagakerjaan." Paragraph (2) of Article 39A states, "The payment of JKP benefits as mentioned in paragraph (1) does not eliminate the employer's obligation to settle overdue contributions and penalties for the social security program." Furthermore, the ministries responsible for labor affairs, BPJS Ketenagakerjaan, and BPJS Kesehatan must adjust JKP participation within 15 working days after the regulation takes effect.
